Assignment Title: Supply and installation of a digital financial management system for the AAU
The Association of African Universities, Accra intends to apply part of its budgetary allocation to payments under the contract for supply of a digital financial management system for the Association of African Universities.
The AAU was founded in 1967 and currently has 409 member institutions spread across 46 African countries. It has its headquarters in Accra, Ghana and has three regional offices – North African Regional Office (NARO) in Cairo, Egypt; Eastern African Regional Office (EARO) in Khartoum, Sudan; and North America Office (NAMO) in Washington DC, USA. The Association’s mandate as an apex organization for higher education in Africa is to promote cooperation, academic linkages, and exchange of information on higher education issues across the continent as well as supporting its members in their core functions of teaching, learning, knowledge generation and its dissemination through fundamental and applied research and community engagement. The Association also acts as a catalyst for increased networking between its members and the wider African and international academic community.
The AAU Secretariat wishes to improve its financial management system to be more efficient in the delivery of services, internal controls, management of projects and donor reporting. The AAU recognizes the need for a seasoned digital financial systems consultant firm to support the process of implementing the new digital finance system for the AAU.
The scope of the services expected from the seasoned ‘digital financial systems consultant firm’ include: (1) supplying and installing the digital financial management system after a needs and situation analysis exercise, (2) providing project management, (3) quality assuring the system implementation process, (4) providing post-implementation support, (5) training various categories of staff and (6) recommending appropriate equipment.
The services are expected not to last more than three (3) months.
The AAU would like the digital financial management system to be in place by 30 June 2022.
The Association of African Universities, Accra now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar projects, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663), as amended, of the Republic of Ghana and shall meet the following criteria:
a) Certificate of Registration of Firm
b) Valid Tax Clearance Certificate
c) VAT Certificate
d) Valid SSNIT Certificate
e) Evidence of registration with Public Procurement Authority
f) Relevant Experience of Firm
g) Availability and Experience of relevant key staff
