  1. Introduction

The ACE Project

To accelerate growth and productivity as well as progress in reaching the Millennium Development Goals (MDGs), the region needs accelerated investment in the production of well in trained human capital, which remains both qualitatively and quantitatively woefully inadequate. In response to this expressed need, the World Bank together with an African Working Group designed a Project in the area of higher education in Africa – the so called African Centres of Excellence (ACE)-Project. The objective of the Project is to promote regional specialization among participating universities within areas that address particular regional development challenges and strengthen the capacities of these universities to deliver high quality training and applied research

  1. Objectives of the Assignment

The purpose of this assignment is to conduct an independent verification of progress on disbursement linked indicators (DLIs) 2 on Excellence in Education and Research Capacity and Development Impact and the 8 associated DLRs. This verification is a requirement before any disbursement to the ACEs. This consultancy aims to: (a) design evaluation methodology for verification of the progress made on DLIs by the ACEs; (b) Conduct the verification in a transparent and independent manner such that it provides the robust evidence for decision-makers

The AAU Project now invites eligible Consulting Firms to indicate their interest in providing the services. Interested consulting firms must provide information indicating that they are qualified to perform the services (description of similar assignments, experience with similar organizations in similar environments and conditions, evidence and familiarity with international organisations, Managerial and Technical capability of the firm’s principals or directors, etc. Qualifications and experience of staff that may be proposed by the consulting firms expressing interest as those who will actually carry out the assignment will not be considered at this stage of the selection process).

The assignment will be undertaken over a four-year period between October 5 2015 and July 31st 2018. The successful firm/organization will need to have experience in in West and Central Africa (specifically, in Benin, Burkina Faso, Cameroon, Ghana, Nigeria, Senegal, and Togo)

The shortlisting criteria are:

  • Minimum of 5 years experience in conducting similar assignments in developing countries especially West and Central Africa (specifically, in Benin, Burkina Faso, Cameroon, Ghana, Nigeria, Senegal, and Togo)
  • Demonstrated experience in conducting evaluation/review of research based interventions.
  • Familiarity with the field of Higher Education in Africa.
  1. Selection of the consulting Firm

A Consultant firm will be selected in accordance with the QCBS method set out in the World Bank Procurement Guidelines for Grant Recipients: Consultant Guidelines, July 2011 (“Consultant Guidelines”),

Consulting firms may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
